General Information The City of Mont Belvieu (The “City”) is seeking responses to this Request for Qualifications (RFQ) from qualified firms interested in providing Professional Grant Management and Engineering Services for the purpose of disaster recovery services related to a Presidentially Declared Disaster. The City incurred damages resulting from Hurricane Harvey starting on August 23, 2017 which was a Presidentially Declared Disaster (DR-4332). During the incident, City facilities sustained significant damage. The City performed emergency protective measures to eliminate or lessen immediate threats to lives, public health, or safety and eliminate or lessen immediate threats of significant additional damage to public and private property. The City is seeking the services of a consultant or consultants in disaster management, emergency protective measures, planning, education, financial services, architectural and engineering services related to disaster recovery and hazard mitigation from major storm, flood, and other disaster events, and assistance with the processes involved in applying for and submitting claims, receiving and managing Public Assistance and Hazard Mitigation grant funding from the Federal Emergency Management Agency (FEMA), as well as other grant funding opportunities such as the Hazard Mitigation Grant Program, Community Block Grant Disaster Program (CDBG-DR), and various State of Texas funding sources. These services will be used for the current event and for future presidentially-declared emergencies or major disasters. The selected consultant will also be on call to assist the City to deal with Federally-declared emergencies and disasters during the term of the contract. The City is seeking to enter into an agreement with a consultant demonstrating expertise and extensive experience in the disaster recovery, hazard mitigation, and architectural-engineering processes. The vendor must be capable of meeting the City’s requirements as outlined in the Scope of Services/Scope of Work outlined below. Staff will score proposals per the below evaluation criteria. II. Scope of Work This project consists of providing professional services related to hurricane Harvey disaster recovery and mitigation. The Scope of Work for this RFQ is as follows: • Direct Reporting / Support: The consultant will report directly to the City Engineer or his designated project manager. • Strategic Planning: The City will be challenged with maintaining normal operations while planning and executing permanent repairs/hazard mitigation work to harden and make its facilities resilient for future disasters. Consultant will be responsible for providing advice and oversight in the development of cost-effective, timely, and FEMA reimbursable project scopes. Proposers should demonstrate that they can recommend solutions to the difficult tasks of ensuring that work is done cost effectively, meets codes and standards, and provides hazard mitigation for future disasters. • Financial Management: The City is an applicant for FEMA Public Assistance, 406 Hazard Mitigation, and 404 HMGP grant funds. The consultant shall assist with the submission of all project worksheets for work as well as provide ongoing advice and support for the process. Also, the consultant shall demonstrate its capacity to provide cost effective services including cost estimates in the preparation of project budgets. • Disaster Recovery Program Management: Reporting on a regular basis to the City, the consultant shall provide overall disaster recovery program services. The proposers should recommend an appropriate level of management to coordinate with the contractors and staff that is delivering the actual work. Services should be limited only to those specific to disaster recovery and hazard mitigation. The City is interested in proposers that will provide best overall value to the City. • Engineering Services: Engineering services shall provide damage assessment, planning, engineering, and construction management for emergency/permanent repairs and hazard mitigation, on an as needed basis. The objectives for these services are for the pursuit of federal funding. Final design for facilities may be procured separately. Teams shall include but not be limited to the following additional services: o Surveying o Geotechnical o Environmental o Subsurface Utility Exploration III. Selection Scoring Selection will be based on Respondent’s ability to address the Scope of Work, Qualifications of the firm and individuals assigned to this Project. Factors to be considered shall be as follows: • Firm Qualifications - 30 points – Emphasis will be given to firms with experience in FEMA grant management. Also, firms with successful hazard mitigation experience will be given preference. • Project Manager and Staff Qualifications – 30 points – Emphasis shall be given to the Project Manager with experience in disaster recovery, proven grant management, and directing related engineering efforts. • Project Approach - 40 points. Project approach will be reviewed and scored for its applicability of the needs of the City and the ability of the technical approach to effectively and efficiently manage the disaster recovery grants for the City. IV. Contract and Payment Terms • Contract Term. The term of the contract shall be for a period of up to three (3) years with up to two (2), one (1) year renewals at the option of the City. • Contract Provisions. The contract to be entered into between the selected consultant and the City shall contain negotiated provisions based upon the specific requirements set forth in this RFP and the selected firm's proposal, as well as the City’s contract provisions. These provisions will be negotiated after the firm is selected. • Payment: The selected consultant shall be paid per tasks/deliverables and paid upon the completion, review and approval of the tasks/deliverables. • Document Ownership: All documents produced for the City will become the property of the City. V. Instructions to Interested Consultants A. Point of Contact: 1. All Questions – Submit in writing to Ricardo Villagrand, P.E. - City Engineer, rvillagrand@montbelvieu.net 2. The deadline for written question is August 24, 2018. . B. Request for Qualifications (RFQ) Timeline: 1. RFQ published on August 10, 2018 and, August 17, 2018 in Baytown Sun Newspaper, posted on City of Mont Belvieu official website (http://www.montbelvieu.net), and CivCast USA (http://www.civcastusa.com). 2. Proposals due no later than 3:00 pm, on August 31, 2018. 3. City Staff will review RFQs upon submittal. 4. City Staff will select firms by September 28, 2018. C. Qualification Requirements Each firm shall submit a Statement of Qualifications (SOQ). The SOQ must not exceed six (7) pages including the cover letter with a minimum font of size of 12 pt. single spaced. No bound copies are required. The focus of the consultant selection is qualifications, not presentation. To that end, the following limitations are established: 1. Cover Letter (1 page max.) 2. Description of Experience and Key Personnel, Project Manager must be identified. (1 page max.) 3. Relevant Project Firm Experience (2 pages max.) (a) Up to five (5) projects completed within the last five (5) years demonstrating the firm’s experience with similar projects and shall include references with current contact name and phone numbers. Referenced projects shall be work performed by current engineering staff. 4. Technical Approach (2 pages max.) (a) Proposer’s approach to providing disaster recovery services as outlined in Scope of Work to ensure successful recovery, financial management, program management, grant management and compliance, client service, and close out. 5. Organizational Chart (1 page max.) (a) Organization chart clearly identifying project roles, names, and reporting structure/lines of authority. 6. Copy of Certificate of Insurance Insurance certificates do not count towards the page maximum. VI. Reservation of Rights A. The City reserves the right to: 1. Reject any and all proposals received; 2. Issue a subsequent RFQ; 3. Amend any and all elements of the RFQ; 4. Cancel the entire RFQ; 5. Remedy all technical errors; 6. Negotiate with any and all or none of the respondents to the RFQ; 7. Accept all written proposals as an offer; 8. Waive informalities and irregularities; 9. Accept multiple proposals; 10. Make recommendation(s) to The City Council; B. The RFQ does not commit The City to enter into a contract, nor does it obligate it to pay any cost occurred in the preparation and submission of proposals or in anticipation of a contract. All respondents hereby acknowledge that any and all submittals become property of The City for its exclusive use. VII. Terms and Conditions A. Restrictions on Communication 1. After the RFQ has been issued, Consultant is prohibited from any communications with The City elected or appointed officials or City staff regarding the RFQ or Proposals, with the following exceptions: • Ricardo Villagrand, P.E. - City Engineer, in writing via email at; rvillagrand@montbelvieu.net. 2. The City will not schedule meetings with representatives of any Consultant to discuss proposals, and Consultant should not contact City’s elected or appointed officials or City staff to explain, clarify or discuss their proposals before an award has been made, except as set out in this section. Violations of this provision may lead to disqualification from this process. 3. The City reserves the right to contact any Consultant for clarification after responses are opened and/or to further negotiate with any Consultant if such is deemed advantageous to The City. 4. The following terms, conditions, clauses (Attachment 1) are incorporated in to this RFQ and are a part thereof and shall be a part of any executed contract for professional services.
