Road Construction in Mont Belvieu

The City of Mont Belvieu and Chambers County are in TxDOT’s Beaumont District jurisdiction. The Beaumont District is responsible for the design, construction, and maintenance of nearly 2,400 miles of state highway, and more than 1,500 bridges in Southeast Texas. The district covers eight counties and is located along the Gulf Coast and adjacent to Louisiana.

FM 3180 & FM 2354 Corridor (Eagle Drive)

In partnership with the Houston-Galveston Area Council (H-GAC) for funding and development, TxDOT approved a series of construction projects along the FM 3180 & FM 2354 corridor from I-10 to the Fisher Road area in the Mont Belvieu, Baytown, and Beach City communities located in Chambers County. Some of these projects are under construction, while others are planned in the future.

The purpose of these roadway improvements is to reduce congestion, increase mobility and improve safety.

These projects do not require additional right of way or displacements.

Construction Considerations

TxDOT is committed to working with the public to minimize the environmental impact from construction projects as much as possible. Construction will be phased along this corridor due to funding constraints, and timing is subject to change.

Construction Schedule

  • Work hours while school is in session will be limited to between the hours of 9 a.m. and 2:30 p.m.
  • Weekend work is allowed
  • Night work is allowed; if required, nighttime hours will be defined as 9 a.m. until 5 p.m., Sunday through Thursday night - lanes will be reopened by 5 a.m.

SH 99

More than 50 years later, this vision is becoming a reality with the design and construction of the remaining segments of SH 99 Grand Parkway, Segments H, I-1 & I-2. At 180+ miles, this circumferential scenic highway will be the longest highway loop in the United States, traversing seven counties and encircling the Greater Houston region, which is the fourth-most populous city in the United States.

In March 2017, the Texas Department of Transportation awarded the $855 million design-build construction contract for Segments H, I-1 & I-2 to Grand Parkway Infrastructure, a joint venture led by global infrastructure leader Ferrovial Agroman, along with Webber LLC and Granite Construction Inc.

Construction along the corridor, stretching from the US 59/IH 69 interchange to the north and SH 146 in Baytown to the south, commenced in 2018. Construction activities are currently underway, including bridge construction, roadway paving, right-of-way acquisition with property owners, and utility relocations.

Fast Facts

  • Segments H, I-1 & I-2 represent 52.8 miles of the 184 mile SH 99/Grand Parkway loop
  • Acquisition of easements through 375+ land parcels
  • 80 new or substantially reconstructed bridges will be built
  • The first segment – Segment D – of SH 99/Grand Parkway opened in August 1994; the most recent segment – Segment G – opened in March 2016

FM 1409

Chambers County and TxDOT are proposing a roadway extension of Farm to Market Road (FM) 1409 from FM 565 in Old River-Winfree to FM 565, west of Cove in Chambers County, Texas.

Proposed improvements include the following:

  • Provide a continuous link between Old River-Winfree, I-10, and FM 565
  • Two-lane undivided highway
  • Paved shoulders
  • Bridge crossing I-10
  • Access roads
  • Drainage

The purpose of the proposed FM 1409 roadway extension project is to effectively and expeditiously respond to increased transportation demand while enhancing mobility, decreasing congestion, and improving safety within Western Chambers County.
